Standard Organization of Nigeria ( SON ) is a government agency responsible for the formulation and implementation of quality standards for imported goods and domestically manufactured products. TBT notification (No. G / TBT / NGA / 1) published by WTO, Nigeria will implement mandatory conformity assessment for part of electrical and electronic products, some automotive products, toys, building materials and gas appliances products imported into this country, namely The Standards Organization of Nigeria Conformity Assessment Programme, referred to as SONCAP. SONCAP will be formally implemented from December 1, 2005. SONCAP certificate is a mandatory requirement by Federal Government of Nigeria for clearance of imported goods.
To strengthen market supervision, SON will implement the new scheme from April 1, 2013. The new system requires, exporters no longer apply for SONCAP certificate for each shipment, but apply for a CoC certificate (Certificate of Conformity). Exporters choose certification program according to their own condition to obtain a different PC (Product Certificate) certificate. Based on PC certificate, then they can apply for CoC certificate. With CoC certificate, the importers can apply for SC (SONCAP Certification). SC is directly applied by the importers in local SONCAP institutions. In addition, according to the risk of product category, it requires to conduct site sample testing, goods inspection and supervision of storage.
New SONCAP scheme contains three kinds of certification method.
Method A: For unregistered or unlicensed products, suitable for customer who has occasional shipment or uncertain shipments a year.
Once PC1 certificate issued, it’s valid for 6 months, only can be used once. No requirement for certificate holder. No requirement for factory inspection. Each shipment requires 100% inspection rate.
Method B:For registered products, suitable for customer who has high frequency of shipments.
Once PC2 certificate issued, it’s valid for one year, no limit for use frequency. There is requirement for factory inspection (with ISO9000/CIG023 certificate, exemption for factory inspection). Each shipment requires 40% inspection rate.
Method C: For licensed products, suitable for customer who has high frequency of shipments.
Once PC3 certificate issued, it’s valid for one year, no limit for use frequency. It’s must be applied by the manufacturer. There is requirement for factory inspection and annul verification (it’s mandatory, no exemption). Every half-year with goods inspection.
Product Scope
Since June, 2011, all the products are under SONCAP mandatory list, excluding products below:
(1) Food
(2) Medicine
(3) Medical supplies (except for equipment and instruments)
(4) Chemical raw materials
(5) Military supplies and equipment
(7) Aviation related products
(8) Second-hand products (excluding motor)
Application Flow
1. Waltek conducts the testing and provides test report
2. The clients choose the relevant application method according to their practical situation, and obtain the corresponding PC certificate based on test report.
3. Apply for goods inspection or factory inspection.
4. After pass the goods inspection or factory inspection, clients can apply for CoC
5. Clients then can apply for SC certificate with SON based on CoC.

NCC certification
Certification Overview
Nigerian Communications Commission (NCC) controls Nigerian telecommunication certification. Based on "the Nigerian Communications Act 2003 ", NCC will implement mandatory certification for all telecommunication equipment exported in Nigeria, which must obtain type approval. The certificate holder must be a company registered in Nigeria Public Affairs Committee (CAC).
NCC refers to the international standard for telecommunication certification ,including IEC , CISPR, CE, NELEC and ETSI. Test reports can refer to CE / FCC report, but it still needs to send samples to do a visual inspection. Mark can be put on the manual or package.
