ST COA Safety Certificate
Certification Overview
Malaysia combines mandatory and voluntary product safety certification system. Mandatory certification is ST COA. Products not under the mandatory certification can apply for voluntary confirmation letter. At present, Malaysia only has safety requirements and no implementation on EMC.

Malaysia ST COA (Certification of Approvals) is a mandatory safety certification controlled by Suruhanjaya Tenaga (ST). In accordance with the "Electricity Supply Act (1990)" and "Electricity Regulations (1994)," ST implements compliance certification system for electrical and electronic products. Controlled products must obtain COA, then can enter into Malaysia market.

SIRIM Berhad is the only standard-setting body, is a government-owned and non-profit company. Its predecessor is restructured by the government agency Standard and Industrial Research Institute of Malaysia (SIRIM). SIRIM QAS INTERNATIONAL SDN BHD is a wholly owned subsidiary of SIRIM Berhad, which is Malaysia's leading certification, inspection and testing organization.

The national standard of Malaysia is MS (Malaysia Standard). MS Standards for product safety certification is basic use of equivalent national IEC standards.

COA is a clearance certificate. After products enter into the customs, importers with COA can have batch application to purchase MS label from SIRIM. Extraordinarily, if the factory wants to directly affix mark, it needs to apply for factory inspection from SIRIM. Because of the high cost, this approach is generally for ship manufacturers who have high frequency.

Product Scope
ST COA certification covers a total of 34 kinds of products, mainly in the following categories:
1. Home appliances, such as rice cookers, microwave ovens, toasters, refrigerators, washing machines, air conditioners, electric water heaters, fans, hair driers, irons and so on.
2.AV products, including hi-fi equipment, audio and video player, radio and so on.
3. The adapter products.
4. lighting products, including LED lamps, table lamps, Christmas lights, fluorescent lamps, ballasts.
5. component products, including plugs, switches, sockets, wire and cable, ceiling lamp boxes and other products.
6. household electric power tools

Application Flow
1.     If clients has no test report, the products need testing.
2.     Clients prepare reference and application form to Waltek.
3.     ST check all the docs and issues cert.
4.     Importers purchase labels from SIRIM

Certificate Mark
ST COA certification corresponding label has two types, one is SIRIM label, the other is the SIRIM certification mark. Note that all labels must be affixed on the product itself, it can not be affixed to the package. Here is the description for these two types of label:
1.SIRIM label:as below

1) PCS (Product Certification Scheme ): as the left picture below, it can be affixed in the factory and must apply for factory inspection.
2) BTS (Batch testing scheme): as the right picture below. When goods arrived at harbor, it needs sampling inspection. Importers with COA can have batch application to purchase MS label from SIRIM. It doesn’t require factory inspection.

2.SIRIM certification mark:there are 2 situations that can affix this mark, as below pic

1)    The size of products are not sufficient or other special case that cannot affix SIRIM label
2)    Belong to PCS certification type

Energy Label
Certification Overview
Just like safety certification ST COA, energy efficiency certification is implemented Suruhanjaya Tenage (ST). On May 3, 2013, ST announced new Electricity (Amendment) Regulation 2013, to enforce energy efficiency labeling and minimum energy performance Standard (MEPS) for household appliances 5 categories including televisions, refrigerators, lamps, fans and air conditioners. Product which does not meet the requirements of MEPS will not be allowed on the market. Implementation of the regulations has 1-year transitional period, that is from May 3, 2014, all controlled products must get through energy efficiency testing for product to obtain ST COA certificate containing the energy efficiency standards, and affix energy efficiency label.
Energy efficiency has no single certificate, but incorporated into the safety certificate ST COA. when applying it requires to submit safety report and energy efficiency report at the same time, so the issued ST COA certificate will also include safety and energy efficiency standards

Product Scope
1.Household refrigerator
2.Household electric fan
3.TV
4.Air conditioner (wall-hanging split type, refrigerating capacity over 25,000 Btu/h )
5.Electric lamp

Application Flow
1.     If clients has no test report, the products need testing.
2.     Clients prepare reference and application form to Waltek.
3.     Waltek submit energy and IEC test report to ST
4.     ST check all the docs and issues ST COA cert (including safety+EE standard)

Label Requirement
Energy efficiency rating form 1 to 5; the length is 9cm; the height is 13.5;

 SIRIM Certification
Certification Overview

In 1998, Malaysia issued a new “Malaysian Communications and Multimedia Act 1998, CMA”, which has made detailed specifications for Malaysian telecommunications services and communications market access conditions. Meanwhile, the new telecommunications regulatory agencies Malaysian Communications and Multimedia Commission (SKMM) also was born. In addition to the "Communications and Multimedia Act," the relevant laws and regulations have as well as "Communications and Multimedia (Technical Standards) regulations 2000".
 
According to "Communications and Multimedia Act," communications equipment on the market need to apply for type certification (Type approval) from SKMM or its designated certification bodies, to obtain equipment certificate COC, and apply for affixed SIRIM CM mark. SIRIM QAS as Certifying Agency (CA) authorized by SKMM, currently the Communications and Multimedia Certification Section (CMCS) of SIRIM QAS issues SIRIM cert.

In addition to Type Approval, for specific purposes, such as exhibitions, training, engineering model, R & D and other uses of wireless communications products exported to Malaysia, it requires to apply for Special approval.

Product Scope
SIRIM certification covers all bands lower than 3000 GHz and wireless communications equipment and systems that its motherboard or devices are connected to the public network. They are within the scope of SIRIM mandatory certification.

2.     Waltek issues CE R&TTE test report
3.     Online application
4.     ST check all the docs and issues SIRIM cert.
5.     Importer purchase SIRIM label and affix
